STEP-BY-STEP PROCESSES FOR ACCREDITATION OF PRINCIPAL/ EMPLOYERS AND QATAR RECRUITMENT AGENCIES

  1. Appointment Scheduling
    Clients must secure an appointment through the MWO Qatar website.
  Note: There are 60 appointment slots available per week. However, due to the high demand for accreditation services, these slots are quickly filled. QRAs shall submit applications during their schedule without a need for appointment. 
  1. Reception and Verification
    On the scheduled appointment date, the client proceeds to the reception area. Reception personnel will verify the confirmed appointment and the identity of the representative

Note: For companies, only authorized employees (HR personnel, liaison officers, or messengers) and registered mandoobs (with MOI-issued IDs) may submit documents. Recruitment agencies may submit documents only if they are a party to the recruitment agreement. (Section 19, DMW Administrative Order No. 4, Series of 2025)

  1. Document Evaluation

The client proceeds to the Accreditation Unit and waits for their number to be called. Evaluators will review the submitted documents for completeness and correctness based on the prescribed checklist. documents.

The following are among the important considerations in evaluating the application:

·       Consistency of company information. The company name and registration number must be consistent across all submitted documents. Any discrepancy must be properly explained and supported by appropriate documentation.

·       Basic salary. The basic salary must not be lower than the salary indicated in previously approved job orders for the same or similar position. In approving job orders, the MWO shall determine the proposed compensation package based on its periodic review of prevailing employment standards and wage rates in the country. (Section 111, 2023 DMW Rules and Regulations)

·       Job order utilization. The percentage utilization of previously verified job orders, based on DMW and MWO records, shall be considered.

·       Compliance record. The compliance records of the Philippine Recruitment Agency (PRA) and the principal, based on DMW and MWO reports and monitoring results, shall be considered.

·       Record of worker-related cases. The number of deployed workers who have absconded, filed complaints against their employers, or initiated cases involving contract violations and other employment-related issues shall be considered.

·       Employer/principal reporting compliance. For purposes of monitoring employer/principal compliance and job order utilization, the MWO shall require employers/principals, through their Affidavit of Undertaking, to submit a deployment report for every OFW deployed, including copies of the MOL contracts and QID. (Sections 40 and 41, DMW Administrative Order No. 4, Series of 2025)

·       Job order positions and visa allocation. The actual positions indicated in the job orders and the corresponding visa allocation must be related to the registered business activity of the company.

Based on the foregoing provisions, the approval of a certain number of visas does not guarantee that the same number of job orders will be approved by the MWO. If the principal still wishes to proceed with the submission of the job orders, a justification letter shall be required.

  1. Compliance with Deficiencies/Additional Requirements
    Any noted deficiencies or additional requirements will be communicated immediately, and the submitted documents will be returned to the client.
 

The client will be provided with a schedule for submission of the required compliance documents. Failure to comply within the scheduled date will require the client to secure a new appointment through the MWO Qatar website.

  1. Resubmission of Documents
    The client resubmits the complete and correct documents. Steps 2 to 4 shall be repeated until all documentary requirements have been satisfactorily complied with.
   
  1. Clearance from the Welfare Service Unit and Assistance-to-Nationals Unit
    If determined to be complete and correct, the application will be routed to the Welfare Service Unit (OWWA) and the Assistance-to-Nationals Unit (ATNU) for clearance

If there are pending Requests for Assistance (RFAs) or welfare cases recorded in e-Care(s), the concerned party will be notified and required to take the appropriate action toward their resolution.

Note: For QRAs, the required clearance must first be obtained before the complete documentary requirements may be submitted.

Note: Based on the results of its follow-up or monitoring activities, the MWO may establish a list of generally compliant principals/employers. Where adverse observations are found, the concerned principals/employers shall be required to address the same or may be subject to suspension of documentary processing. (Section 399, DMW Administrative Order No. 4, Series of 2025)

  1. On-Site Verification or Visitation
    Coordinates with the applicants the schedule of the onsite verification.

The MWO Qatar may conduct on-site verification or visitation, when necessary, to establish the existence of the principal/employer and its ability to hire workers at the prescribed rates and under desirable working conditions. (Section 19, DMW Administrative Order No. 4, Series of 2025)

  1. Review and Approval
    The Labor Attaché will review the pre-evaluated documents and determine whether to approve or deny the application

  1. Notification of Decision
    Accreditation unit informs the applicant of the result of the application.

If the application is returned for compliance or denied, the evaluators will notify the principal and PRA through email.

If the application is approved, the evaluators will notify the representative of the schedule for payment and collection of the approved accreditation documents.

10. Request for Reconsideration for Denied Application

Within 15 days from receipt of the denial

A letter of reconsideration may be filed with the MWO Qatar stating the grounds for reconsideration

11. Payment and Release of Documents

15-20 minutes

The client proceeds to the cashier to pay the applicable fees and waits for the issuance of the official receipt and the verified accreditation documents.

  1. Online Transmittal of the Verififed Accreditation Documents

MWO Qatar shall eleclronically transmit a copy of the Accreditation Certificate together with the approved joborder to the DMW Landbased Accreditation Bureau for registration.
