
MIGRANT WORKERS OFFICE QATAR
The Migrant Workers Office (MWO) Qatar is led by Labor Attaché Eduard C. Ferrer, who is responsible for supervising the labor corps personnel at the post and overseeing the operations of the Migrant Workers Resource Center (MWRC). Under his leadership, the MWO Qatar ensures the efficient and effective delivery of services to Filipino migrant workers in Qatar, offering assistance in various areas such as labor rights, welfare, and social security benefits.
The organizational structure of MWO Qatar consists of several key positions and a dedicated team of professionals who work together to fulfill the office’s mission. The manpower complement includes the following:
Labor Attaché (DMW) – The head of the MWO, overseeing all activities and managing the overall operations of the office.
Assistant Labor Attaché (DMW) – Assists the Labor Attaché in implementing policies and programs, and ensures the smooth functioning of day-to-day operations.
Welfare Officer (OWWA) – Focuses on providing assistance to Filipino workers in distress, ensuring their well-being, and facilitating the delivery of welfare services.
Social Welfare Officer (DMW) – Oversees social welfare services and programs for migrant workers, addressing concerns related to their safety, security, and social integration.
Administrative Staff (DMW and OWWA) – Provides essential support services to ensure the office runs efficiently, including handling documentation, coordination, and logistical tasks.
SSS Representative (SSS) – Represents the Social Security System and facilitates services for OFWs, such as membership, contributions, and benefits.
PagIBIG Representative (PagIBIG) – Represents the Home Development Mutual Fund (PagIBIG) and provides services related to housing loans and savings programs for Filipino workers abroad.
Additionally, the MWO Qatar employs local hires to further strengthen its operations and provide support tailored to the specific needs of the Filipino community in Qatar.
The MWO Qatar operates under the One-Country Team Approach (OCTA), which emphasizes collaboration among all Philippine government officers, representatives, and personnel posted abroad. In this framework, all members of the Philippine government’s mission in each host country work together as a unified team under the leadership of the Philippine Ambassador, who acts as the team leader. This collaborative approach ensures that the needs of Filipino migrant workers are met comprehensively and efficiently, through a coordinated effort across all relevant agencies and personnel. By working together as a single, cohesive team, the OCTA fosters greater synergy and responsiveness in addressing the challenges faced by overseas Filipino workers.
