OWWA PROGRAMS AND SERVICES

A. WELFARE ASSISTANCE PROGRAM

 1. On-site Welfare Case Management

Provides assistance on OFW problems and concerns including OFW’s whereabouts, psycho-social counseling, mediation/ conciliation with employer/ QRAs, airport assistance, hospital/ prison/ work camp visitation, and legal assistance to OFWs who wish to pursue a labor related concerns in the country, among others.

2. Social Benefits

 A. Repatriation Assistance Program

    • Repatriation of distressed OFWs and shipment of human remains to the Philippines
    • Emergency repatriation is carried out in the event of any political unrest or natural calamities, in coordination with DFA and other agencies
    • Post-repatriation services are extended to distressed workers:

            * Airport assistance

            * Provision of temporary shelter

            * Psycho-social counseling

            * Transport services and fares for their onward travel to their respective provinces

            * Medical referral/services

           * Financial Assistance

B. Death Benefit. An active member is covered for the duration of his employment contract. The coverage includes amounts to 100,000.00 for death due to natural cause and 200,000.00 for death due to accident.

  1. Burial Benefit. On top of death benefit, a rider of 20,000.00 will be received by legal heirs for the funeral expenses.
  2. Disability and Dismemberment Benefit. A member is entitled to disability/dismemberment benefits in the amount of 50,000.00 for partial disability and 100,000.00 in case of total permanent disability.

 

3. Scholarship for Dependent. An OWWA member may avail for himself/herself or his/her duly designated beneficiary any of the following scholarship programs, subject to a selection process and accreditation of participating institutions:

  1. Education for Development Scholarship Program (EDSP). The Education for Development Scholarship Program is an educational assistance offered to qualified dependents/beneficiaries of member-OFWs. The scholarship provides a maximum amount of PhP 60,000.00 per school year leading to a four-to-five years baccalaureate course in any college or university. The qualified dependent/beneficiary shall undergo a qualifying examination to be conducted by OWWA and DOST.
  2. OFW Dependents Scholarship Program (OFWDSP). Educational assistance provides a maximum amount of PhP 20,000.00 per school year leading to a baccalaureate or associate degree in a state college or university for dependents of active OFW-member parents whose monthly salary is not more than USD 600.00 or its equivalent.
  3. Skills-for-Employment Scholarship Program (SESP). The Skills for Employment Scholarship Program is an educational training assistance for OFWs or their dependents to enhance their vocational and technical skills. It provides of a maximum amount of Php 14,500.00 per course in any TESDA-accredited
  4. Education and Livelihood Assistance Program (ELAP). Educational assistance for survivors of a deceased OFW which provides a maximum amount of Php 5,000.00 for elementary, PhP 8,000.00 for high school and Php10,000.00 for college per school year. Livelihood assistance is also provided amounting to Php 15,000.00 which is given to the surviving spouse.

4. SHORT-TERM TRAINING PROGRAMS FOR OFWs

  1. Skills-for-Employment Scholarship Program (SESP). Provides technical vocational training assistance up to a maximum amount of P14,500.00 per course to qualified active member-OFWs and their dependents in any OWWA accreditation training center.
  2. Information Technology (IT) Training Program. Basic computer literacy      program to upgrade the IT skills of OFWs and their families.

5. REINTEGRATION PROGRAM

  • Mainstreaming returning OFWs into Philippine society

Reintegration Preparedness on-site

  1. Value re-orientation seminars
  2. Financial literacy
  3. Entrepreneurial Development Training
  4. Techno-skills training
  5. IT Training
  6. Livelihood Training Programs (baking, sewing, barista training, etc)

Reintegration Preparedness in-country

  1. Business counseling/entrepreneurial development training
  2. Assistance in organizing OFW families
  3. Financial literacy seminar
  4. Networking with support institutions
  5. Social preparation programs implemented by OWWA Regional Welfare Offices

 

A. BALIK-PINAS BALIK HANAPBUHAY (BPBH Program). A package of livelihood support/assistance intended to provide immediate relief to returning member-OFWs (distressed/displaced) amounting to a maximum Php 20,000.00 as start-up or additional capital for the livelihood project for active OWWA member;

 Php 10,000.00 for inactive OWWA member with more than one contribution.

 Php 5,000.00 for inactive OWWA member with only one contribution.

 Must file within 3 years upon arrival.
