CONTRACT VERIFICATION FOR DOMESTIC WORKERS

Walk-in (no appointment) clients may be accommodated only under the following conditions:
- The worker has a confirmed round-trip flight ticket between Doha and the Philippines. The departure flight from Qatar is scheduled within the next three (3) working days.
- If the worker is already in the Philippines, the return flight to Doha is scheduled within ten (10) days.
Documentary Requirements:
- Standard Employment Contract (downloadable from MWO Qatar’s website https://mwoqatar.org, downloadable no. 17) Note: The basic salary should be at least QAR 1,460.
- Clear and legible printed copy of the worker’s passport page with his/her information and signature.
- Clear and legible printed copy of the worker’s QID (front and back) Note: At the back of the QID, it should be in working/job residency, not family residency.
- Clear and legible printed copy of the sponsor’s QID (front and back) Note: If the sponsor is an ambassador or a staff member of any Embassy assigned to Qatar and their QID does not include a signature, attach a copy of the sponsor’s passport showing their signature.
- Valid Health Card or Life and Accident Insurance with 2-year validity.
- Cash Payment of QAR 40
Note: A printed certificate of employment is required for household workers who have changed their employers or sponsors.
The contract must be signed by both the worker and the employer. If the worker is in the Philippines, a digitally signed document may be accepted provided the contract is legible. If the sponsor is unable to sign, a thumbprint is required in place of the signature.

For workers not currently in Qatar:
Their contracts may be verified by MWO Qatar through an authorized representative. The representative may visit MWO Qatar within ten (10) days before the worker's return flight to Doha. The following documents are required:
- A return flight ticket (visit MWO Qatar 10 days before the flight).
- An authorization letter signed by the worker whose contract is being verified. The letter must include the name of the representative who will visit MWO Qatar. The representative must present a valid QID to the guard and reception.
- The necessary documentary requirements as stated above.
Note: For OWWA membership, another set of documentary requirements is needed.
CONTRACT VERIFICATION FOR PROFESSIONAL/ SKILLED WORKERS

Walk-in (no appointment) clients may be accommodated only under the following conditions:

Documentary Requirements:
- Clear and legible printed copy of a valid, digitally attested contract. Note: The contract must specify Qatar as the job site and include a basic salary of at least QAR 1,460.
- Salary or employment certificate with the following details:
- Must include the date of issuance.
- The joining date must match the joining date indicated in the contract.
- The employer/company name should match what is stated in the QID and the contract.
- The certificate must have the company stamp and the signature of the head of the company or officer-in-charge.
Payslip (as an alternative):
- Must include the joining date, which should match the joining date indicated in the contract.
- The employer/company name should match what is stated in the QID and the contract.
- The payslip must have the company stamp and the signature of the head of the company or officer-in-charge.
- Clear and legible printed copy of the worker’s passport page with his/her information and signature.
- Clear and legible printed copy of the worker’s QID (front and back) Note: The company/employer in the QID should match the company/employer stated in the contract and the salary certificate or payslip.
- Cash Payment of QAR 40
For workers not currently in Qatar:
Their contracts may be verified by MWO Qatar through an authorized representative. The representative may visit MWO Qatar within ten (10) days before the worker's return flight to Doha. The following documents are required:
- A return flight ticket (visit MWO Qatar 10 days before the flight).
- An authorization letter signed by the worker whose contract is being verified. The letter must include the name of the representative who will visit MWO Qatar. The representative must present a valid QID to the guard and reception.
- The necessary documentary requirements as stated above.
Note: For Government or Semi-Government Workers with Expired Contracts: If a worker's contract has expired and has not been verified, they must bring the old contract for verification. It will be stamped.
For Workers with a Valid, New Contract: They must bring the valid contract along with the latest salary certificate or payslip, copy of their passport and copy of their QID (front and back).
For Workers with Stamped Contracts (Expired or Valid/New): If a worker’s contract (expired or new) has been stamped, every time they go on vacation in the Philippines and return to Qatar, they must bring the latest salary certificate along with the latest payslip, copy of their passport and copy of their QID (front and back).
This ensures that if an immigration officer in the Philippines checks their status upon returning to Qatar, they will have proof of continued employment with their current company.
Note: For OWWA membership, another set of documentary requirements is needed.
PROCESSING OF OVERSEAS EMPLOYMENT CERTIFICATE (OEC)
Once the contract has been verified by MWO Qatar, it will be encoded into the system, which will automatically generate an OEC. The worker will no longer need to schedule an appointment through the online services website. They only need to ensure they have an existing OEC account, whether or not they can retrieve it.
For workers who do not yet have an OEC account, they can create one by following these steps:
- https://onlineservices.dmw.gov.ph//OnlineServices
- On the “e-Registration” panel, click “Let’s Go!”
- Then click “Register”.
- On “Terms of Use and Privacy Statement” click “Accept the terms of Use”.
- Kindly read the “PAALALA” section before filling out your registration.
- Fill out the registration form. Then submit by clicking “Register”.
- Please use the temporary password that was stated in the Account Creation Result at the bottom.
- Repeat steps 1 and 2. Then on Login, enter your registered email address.
- Click “Next”. Enter your Temporary Password and Click “Login”.
- You will be asked to enter a new password. Enter and confirm your new password.
- Go to My PROFILE and update your IDENTIFICATION (Passport). Click SUBMIT when you are done.
- Afterwards, go back to DASHBOARD
Upon visiting MWO Qatar, the worker must provide the email address used to create the OEC or account. If they no longer remember it, they will be asked to provide an active email address.
Once the contract is verified, the worker will receive a sheet/ slip containing the OEC login details, along with instructions on how to print the OEC and how to generate an OEC exemption.

PROCEDURAL GUIDELINES AND DOCUMENTARY REQUIREMENTS ON ACCREDITATION OF QATAR RECRUITMENT AGENCIES/ PRINCIPAL/ EMPLOYERS
In line with Section 103 of the 2023 Department of Migrant Workers (DMW) Rules and Regulations Governing the Recruitment and Employment of Land-based Overseas Filipino Workers, which delegates the authority to accredit foreign principals and employers to the Migrant Workers Office (MWO), and pursuant to POEA Memorandum Circular No. 16, series of 2022, which provides guidelines for verifying accreditation documents and registering foreign principals and employers, the following are the guidelines for verification of accreditation documents:
- Documentary Requirements
Principal/Employers Hiring Professionals and Skilled Filipino Workers
For Accreditation (Initial/ Renewal)
- Recruitment Agreement (RA)/ Special Power of Attorney (SPA). This is an agreement between the Principal/ Qatar Recruitment Agency (QRA) and the DMW-licensed Philippine Recruitment Agency (PRA) containing, among others, the responsibilities of the parties with respect to the orderly deployment, employment and return of Filipino workers, with the following attachments:
- Clear photocopy of any valid ID of the signatories to the RA/SPA;
- Commercial license of Principal/ QRA with English translation and Qatar Chamber stamp;
- Extract of Commercial Registration with English translation and Qatar Chamber stamp;
- Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable;
- For health and medical sector including nursing agencies, Ministry of Health license with English translation and Qatar Chamber stamp;
- Undertaking by the Principal/QRA and PRA to monitor the employment of overseas Filipino workers and to submit a report of significant incidents relative thereto; and
- Photocopy of DMW valid license of the PRA.
- Job Order (JO). This should be addressed to the PRA and indicates the manpower request of the employer (sponsor), containing the positions (actual and as per visa category), number of workers required per position, sex and standard salary and allowances per position (in USD and QR), attach the following:
- Visa Approval
- Undertaking on Visa Usage
Important: Principals/employers are advised to first secure approval for their job orders before initiating recruitment, hiring, or visa applications for Filipino workers. Job order approval must precede visa application
- Master Employment Contract (MEC). This is an agreement which sets for the principal terms and conditions of the workers’ deployment, employment and return as well as the rights and obligations of the parties to the contract. It must be signed on all pages by the authorized representative of the principal/employer. The details of the worker/employee are not yet required, leave it blank. It must contain all DMW mandatory provisions.
- MWO Qatar Certificate of No Pending Case, for renewal only;
- Affidavit of Undertaking (Principal/QRA and PRA) re: No Placement Fee as required by DMW Advisory No. 24-A series of 2024;
- Affidavit of Undertaking from the Principal/ employer affirming that all workers will be directly employed by the company and will not be assigned to any outsourcing, subcontracting, manpower supply, cleaning, or hospitality companies, in compliance with the prohibitions set forth in POEA Advisory No. 21, Series of 2018;
- Letter of Guarantee stating that the workers to be hired will be covered by the State of Qatar's Workmen’s Compensation Policy, and that the employer will promptly arrange for a health card or medical insurance for the worker upon their arrival in Qatar;
- Contingency Plan;
- Clear copy of the blue plate, location map and photos of office and accommodation (2 pages only); and
- Accomplished Accreditation Form.
For companies/ employers with QRA
- Service Agreement. This is an agreement executed by and between the QRA and its client company. The following should be attached to the JO;
- Manpower requirement/ demand from its client- company/ employer;
- Commercial license of Principal/ QRA with English translation and Qatar Chamber stamp;
- Extract of Commercial Registration with English translation and Qatar Chamber stamp;
- Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable;
- For health and medical sector including nursing agencies, Ministry of Health license with English translation and Qatar Chamber stamp; and
- MOL license of QRA w/ English translation.
For Multiple Accreditation (uniform or upgraded compensation package shall be adopted)
- Undertaking to comply with all its obligations to the other PRAs to which it is currently accredited.
- MWO Qatar Clerance/ Certificate on No Pending Case; and
- Certificate of No Pending Case or certificate from the PRA that no case filed against the principal/ employer.
For revocation of RA/ SPA and transfer of accreditation
- Notarized (with Chamber stamp) Revocation of SPA;
- Termination of Recruitment Agreement;
- Affidavit of Assumption of Liability of the PRA-transferee (new PRA);
- Affidavit of the Principal/ employer that there is no downgrading of the compensation package; and
- Written mutual agreement by the PRA and the principal/ employer on the termination of accreditation or letter of no objection issued by the PRA.
The foregoing requirements must have notarial seal/ chamber stamp on each of the document except items no. 4,7,8,9,10,13,14,16,17 and 19. All documents must be the original copy.
For Additional Job Order
- Job Order (JO). This should be addressed to the PRA and indicates the manpower request of the employer (sponsor), containing the positions (actual and as per visa category), number of workers required per position, sex and standard salary and allowances per position (in USD and QR), attach the following:
- Visa Approval
- Undertaking on Visa Usage
- Clear photocopy of any valid ID of the signatories to request for JO;
- Commercial license of Principal/ employer with English translation and Qatar Chamber stamp;
- Extract of Commercial Registration with English translation and Qatar Chamber stamp;
- Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable;
- For health and medical sector including nursing agencies, Ministry of Health license with English translation and Qatar Chamber stamp;
- Photocopy of DMW valid license of the PRA.
- MWO Qatar Certificate of No Pending Case;
- Affidavit of Undertaking (Principal/QRA and PRA) re: No Placement Fee as required by DMW Advisory No. 24-A series of 2024;
- Affidavit of Undertaking from the Principal/ employer affirming that all workers will be directly employed by the company and will not be assigned to any outsourcing, subcontracting, manpower supply, cleaning, or hospitality companies, in compliance with the prohibitions set forth in POEA Advisory No. 21, Series of 2018;
- Letter of Guarantee stating that the workers to be hired will be covered by the State of Qatar's Workmen’s Compensation Policy, and that the employer will promptly arrange for a health card or medical insurance for the worker upon their arrival in Qatar;
- Duly executed/ signed MEC or photocopy of previously verified MEC;
- Photocopy of previously approved JO.
For companies/ employers with QRA, include the documentary requirements enumerated in item no. 11.
The foregoing requirements must have notarial seal/ chamber stamp on each of the document except items no. 2, 5, and 7. All documents must be the original copy.
QRAs Hiring Household Service Workers (HSWs)
For Accreditation (Initial/ Renewal)
- Recruitment Agreement (RA)/ Special Power of Attorney (SPA). This is an agreement between the Foreign Recruitment Agency (FRA) and the DMW-licensed Philippine Recruitment Agency (PRA) containing, among others, the responsibilities of the parties with respect to the orderly deployment, employment and return of Filipino workers with the following attachments:
- Clear photocopy of any valid ID of the signatories to the RA/SPA;
- Commercial license of the QRA with English translation and Qatar Chamber stamp;
- Extract of Commercial Registration with English translation and Qatar Chamber stamp;
- Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable;
- Undertaking by the QRA and PRA to monitor the employment of overseas Filipino workers and to submit a report of significant incidents relative thereto; and
- Photocopy of DMW valid license of the PRA.
- Job Order (JO). This should be addressed to the PRA and indicates the number of household service workers required and the salary in USD and QR with the following attachments:
- MOL license of QRA w/ English translation; and
- Deployment Report, if applicable.
- Standard Employment Contract (SEC) signed on all pages by the authorized representative of the employment agency;
- MWO Qatar Certificate of No Pending Case, for renewal only;
- Proof of Employment or Undertaking to Hire Filipino Welfare Desk Officer/ Counsellor;
- Affidavit of Undertaking (Principal/QRA and PRA) re: No Placement Fee as required by DMW Advisory No. 24-A series of 2024;
- Affidavit of Undertaking from the Principal/ employer affirming that all workers will be directly employed by the company and will not be assigned to any outsourcing, subcontracting, manpower supply, cleaning, or hospitality companies, in compliance with the prohibitions set forth in POEA Advisory No. 21, Series of 2018;
- Proof of establishment of an accommodation and office (proof of ownership or lease contract)
- Clear copy of the blue plate, location map and photos of office and accommodation (2 pages only); and
- Accomplished Accreditation Form.
For Second Accreditation (uniform or upgraded compensation package shall be adopted)
- DMW ICT Deployment Report indicating at least 100 newly-hired HSWs;
- Proof of employment of at least one (1) Filipino Welfare Desk Officer;
- Undertaking to comply with all its obligations to the other PRAs to which it is currently accredited.
For Multiple Accreditation (may be considered only after one year from the last accreditation))
- DMW ICT Deployment Report indicating at least 200, 300, or 400 newly-hired HSWs;
- Certificate of no pending case from the Adjudication Office of the DMW;
- MWO Clerance;
- Certificate of no Objection from the PRA/s it is currently accredited;
- Undertaking to comply with all its obligations to the other PRAs to which it is currently accredited.
For revocation of RA/ SPA and transfer of accreditation
- Notarized (with Chamber stamp) Revocation of SPA;
- Termination of Recruitment Agreement;
- Affidavit of Assumption of Liability of the PRA-transferee (new PRA);
- Affidavit of the Principal/ employer that there is no downgrading of the compensation package; and
- Written mutual agreement by the PRA and the principal/ employer on the termination of accreditation or letter of no objection issued by the PRA.
The foregoing requirements must have notarial seal/ chamber stamp on each of the document except items no. 4,5,8,9,10,11,12,14,15,16,17,20, and 23. All documents must be the original copy.
For Additional Job Order
- Job Order (JO). This should be addressed to the PRA and indicates the number of household service workers required and the salary in USD and QR with the following attachments:
- MOL license of QRA w/ English translation;
- Deployment Report;
- Clear photocopy of any valid ID of the signatories to the RA/SPA;
- Commercial license of the QRA with English translation and Qatar Chamber stamp;
- Extract of Commercial Registration with English translation and Qatar Chamber stamp;
- Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable; and
- Photocopy of DMW valid license of the PRA.
- MWO Qatar Certificate of No Pending Case;
- Affidavit of Undertaking (Principal/QRA and PRA) re: No Placement Fee as required by DMW Advisory No. 24-A series of 2024;
- Affidavit of Undertaking from the Principal/ employer affirming that all workers will be directly employed by the company and will not be assigned to any outsourcing, subcontracting, manpower supply, cleaning, or hospitality companies, in compliance with the prohibitions set forth in POEA Advisory No. 21, Series of 2018;
- Standard Employment Contract (SEC) signed on all pages by the authorized representative of the employment agency; and
- Photocopy of previously approved JO.
The foregoing requirements must have notarial seal/ chamber stamp on each of the document except items no. 2 and 6. All documents must be the original copy.
PROCEDURE
QRAs, principals, or employers intending to recruit and hire Filipino workers must apply for accreditation with the Department of Migrant Workers (DMW) through the Migrant Workers Office in Qatar (MWO-Q). The following procedures should be observed:
- For QRAs recruiting household service workers and applying for initial accreditation, it must submit a letter of intent addressed to the Labor Attache indicating the following:
- Profile of the agency (name, address, officers, MOL license number, number of years in operation and other important information about the agency);
- Terms and conditions of employment to be offered to the household service workers; and
- Plans and programs being undertaken/to be undertaken to uplift the condition and situation of the workers.
The agency should also submit a copy of its business registration documents with English translation and proof of establishment of an accommodation/ shelter for the newly arrived/ distressed domestic workers.

Note: All first-time applicants will be subject to interview and background check. Due to volume and rigid evaluation of applications, applicants should expect delays in receiving a reply to their application. After the interview and evaluation, QRA-applicants will be informed on the next step of their application.
- QRAs intending to renew their accreditation must first schedule an appointment with the OWWA eCARES and ATN unit for clearance. Upon obtaining clearance from the concerned MWO units, a Certificate of No Pending Case may be issued. This certificate should then be submitted along with other required documents.
- For companies hiring skilled workers, the MWO Certificate of No Pending Case may be issued once the documents are verified for completeness and accuracy, and clearance is obtained from both the OWWA and the ATN Unit.
- For QRAs applying for renewal of accreditation and companies hiring skilled/ professional workers, an appointment is needed for the submission of its accreditation. The appointment may be obtained from MWO Qatar’s website. Only individuals employed and authorized by the company/ agency are allowed to submit and transact for accreditation. The QID and authorization letter must be presented by the authorized individual.
Note: The appointment schedule and timing should be strictly followed to avoid non-acceptance of the submission.
- Upon receipt of the documentary requirements, the MWO officer shall immediately check the completeness of the accreditation documents. Further evaluation shall be made and the result will be communicated to the authorized individual.
- The QRA, principals or employers are required to comply with the deficiencies, if there is any within three (3) working days upon notification. Otherwise, the submission will be denied.
- If the Labor Attaché requires an interview or further information from the QRA, principal, or employer, the processing cycle time will be suspended until after the interview.
- Once documents are confirmed complete and accurate, MWO Qatar will process the submission within:
- Seven (7) to ten (10) working days for full accreditation.
- Three (3) to five (5) working days for additional job orders and other submissions.
- Upon verification, an MWO officer will notify the authorized representative of the payment and collection schedule, which must be strictly adhered to. A certificate of accreditation will be attached to the verified documents.
- Within twenty-four (24) hours from the issuance of the accreditation certificate, the MWO officer shall electronically transmit a copy of the same together with the approved job order/ manpower request to the Land-based Accreditation Bureau (LAB) of DMW.
- If the accreditation or job order is incomplete or incorrect, the MWO will issue a Notice of Denial. Applicants may file a letter for reconsideration within fifteen (15) days from receipt of the notice, detailing the grounds for reconsideration.
