PROCEDURAL GUIDELINES AND DOCUMENTARY REQUIREMENTS ON ACCREDITATION OF QATAR RECRUITMENT AGENCIES/ PRINCIPAL/ EMPLOYERS

In line with Section 103 of the 2023 Department of Migrant Workers (DMW) Rules and Regulations Governing the Recruitment and Employment of Land-based Overseas Filipino Workers, which delegates the authority to accredit foreign principals and employers to the Migrant Workers Office (MWO), and pursuant to POEA Memorandum Circular No. 16, series of 2022, which provides guidelines for verifying accreditation documents and registering foreign principals and employers, the following are the guidelines for verification of accreditation documents:

Documentary Requirements

Principal/Employers Hiring Professionals and Skilled Filipino Workers

For Accreditation (Initial/ Renewal)

  1. Recruitment Agreement (RA)/ Special Power of Attorney (SPA). This is an agreement between the Principal/ Qatar Recruitment Agency (QRA) and the DMW-licensed Philippine Recruitment Agency (PRA) containing, among others, the responsibilities of the parties with respect to the orderly deployment, employment and return of Filipino workers, with the following attachments:
    • Clear photocopy of any valid ID of the signatories to the RA/SPA;
    • Commercial license of Principal/ QRA with English translation and Qatar Chamber stamp;
    • Extract of Commercial Registration with English translation and Qatar Chamber stamp;
    • Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable;
    • For health and medical sector including nursing agencies, Ministry of Health license with English translation and Qatar Chamber stamp;
    • Undertaking by the Principal/QRA and PRA to monitor the employment of overseas Filipino workers and to submit a report of significant incidents relative thereto; and
    • Photocopy of DMW valid license of the PRA.
  1. Job Order (JO). This should be addressed to the PRA and indicates the manpower request of the employer (sponsor), containing the positions (actual and as per visa category), number of workers required per position, sex and standard salary and allowances per position (in USD and QR), attach the following:
    • Visa Approval
    • Undertaking on Visa Usage

Important: Principals/employers are advised to first secure approval for their job orders before initiating recruitment, hiring, or visa applications for Filipino workers. Job order approval must precede visa application

  1. Master Employment Contract (MEC). This is an agreement which sets for the principal terms and conditions of the workers’ deployment, employment and return as well as the rights and obligations of the parties to the contract. It must be signed on all pages by the authorized representative of the principal/employer. The details of the worker/employee are not yet required, leave it blank. It must contain all DMW mandatory provisions.
  1. MWO Qatar Certificate of No Pending Case, for renewal only;
  2. Affidavit of Undertaking (Principal/QRA and PRA) re: No Placement Fee as required by DMW Advisory No. 24-A series of 2024;
  3. Affidavit of Undertaking from the Principal/ employer affirming that all workers will be directly employed by the company and will not be assigned to any outsourcing, subcontracting, manpower supply, cleaning, or hospitality companies, in compliance with the prohibitions set forth in POEA Advisory No. 21, Series of 2018;
  4. Letter of Guarantee stating that the workers to be hired will be covered by the State of Qatar's Workmen’s Compensation Policy, and that the employer will promptly arrange for a health card or medical insurance for the worker upon their arrival in Qatar; 
  5. Contingency Plan;
  6. Clear copy of the blue plate, location map and photos of office and accommodation (2 pages only); and
  7. Accomplished Accreditation Form.

For companies/ employers with QRA

  1. Service Agreement. This is an agreement executed by and between the QRA and its client company. The following should be attached to the JO;
    • Manpower requirement/ demand from its client- company/ employer;
    • Commercial license of Principal/ QRA with English translation and Qatar Chamber stamp;
    • Extract of Commercial Registration with English translation and Qatar Chamber stamp;
    • Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable;
    • For health and medical sector including nursing agencies, Ministry of Health license with English translation and Qatar Chamber stamp; and
    • MOL license of QRA w/ English translation.

For Multiple Accreditation (uniform or upgraded compensation package shall be adopted)

  1. Undertaking to comply with all its obligations to the other PRAs to which it is currently accredited.
  2. MWO Qatar Clerance/ Certificate on No Pending Case; and
  3. Certificate of No Pending Case or certificate from the PRA that no case filed against the principal/ employer.

For revocation of RA/ SPA and transfer of accreditation

  1. Notarized (with Chamber stamp) Revocation of SPA;
  2. Termination of Recruitment Agreement;
  3. Affidavit of Assumption of Liability of the PRA-transferee (new PRA);
  4. Affidavit of the Principal/ employer that there is no downgrading of the compensation package; and
  5. Written mutual agreement by the PRA and the principal/ employer on the termination of accreditation or letter of no objection issued by the PRA.

The foregoing requirements must have notarial seal/ chamber stamp on each of the document except items no. 4,7,8,9,10,13,14,16,17 and 19. All documents must be the original copy.

For Additional Job Order

  1. Job Order (JO). This should be addressed to the PRA and indicates the manpower request of the employer (sponsor), containing the positions (actual and as per visa category), number of workers required per position, sex and standard salary and allowances per position (in USD and QR), attach the following:
  • Visa Approval
  • Undertaking on Visa Usage
  • Clear photocopy of any valid ID of the signatories to request for JO;
  • Commercial license of Principal/ employer with English translation and Qatar Chamber stamp;
  • Extract of Commercial Registration with English translation and Qatar Chamber stamp;
  • Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable;
  • For health and medical sector including nursing agencies, Ministry of Health license with English translation and Qatar Chamber stamp;
  • Photocopy of DMW valid license of the PRA.
  1. MWO Qatar Certificate of No Pending Case;
  2. Affidavit of Undertaking (Principal/QRA and PRA) re: No Placement Fee as required by DMW Advisory No. 24-A series of 2024;
  3. Affidavit of Undertaking from the Principal/ employer affirming that all workers will be directly employed by the company and will not be assigned to any outsourcing, subcontracting, manpower supply, cleaning, or hospitality companies, in compliance with the prohibitions set forth in POEA Advisory No. 21, Series of 2018;
  1. Letter of Guarantee stating that the workers to be hired will be covered by the State of Qatar's Workmen’s Compensation Policy, and that the employer will promptly arrange for a health card or medical insurance for the worker upon their arrival in Qatar;
  2. Duly executed/ signed MEC or photocopy of previously verified MEC;
  3. Photocopy of previously approved JO.

For companies/ employers with QRA, include the documentary requirements enumerated in item no. 11.

 The foregoing requirements must have notarial seal/ chamber stamp on each of the document except items no. 2, 5, and 7. All documents must be the original copy.
