For Accreditation (Initial/ Renewal)

  1. Recruitment Agreement (RA)/ Special Power of Attorney (SPA). This is an agreement between the Foreign Recruitment Agency (FRA) and the DMW-licensed Philippine Recruitment Agency (PRA) containing, among others, the responsibilities of the parties with respect to the orderly deployment, employment and return of Filipino workers with the following attachments:
    • Clear photocopy of any valid ID of the signatories to the RA/SPA;
    • Commercial license of the QRA with English translation and Qatar Chamber stamp;
    • Extract of Commercial Registration with English translation and Qatar Chamber stamp;
    • Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable;
    • Undertaking by the QRA and PRA to monitor the employment of overseas Filipino workers and to submit a report of significant incidents relative thereto; and
    • Photocopy of DMW valid license of the PRA.
  1. Job Order (JO). This should be addressed to the PRA and indicates the number of household service workers required and the salary in USD and QR with the following attachments:
    • MOL license of QRA w/ English translation; and
    • Deployment Report, if applicable.
  1. Standard Employment Contract (SEC) signed on all pages by the authorized representative of the employment agency;
  2. MWO Qatar Certificate of No Pending Case, for renewal only;
  3. Proof of Employment or Undertaking to Hire Filipino Welfare Desk Officer/ Counsellor;
  4. Affidavit of Undertaking (Principal/QRA and PRA) re: No Placement Fee as required by DMW Advisory No. 24-A series of 2024;
  5. Affidavit of Undertaking from the Principal/ employer affirming that all workers will be directly employed by the company and will not be assigned to any outsourcing, subcontracting, manpower supply, cleaning, or hospitality companies, in compliance with the prohibitions set forth in POEA Advisory No. 21, Series of 2018;
  6. Proof of establishment of an accommodation and office (proof of ownership or lease contract)
  7. Clear copy of the blue plate, location map and photos of office and accommodation (2 pages only); and
  8. Accomplished Accreditation Form.

For Second Accreditation (uniform or upgraded compensation package shall be adopted)

  1. DMW ICT Deployment Report indicating at least 100 newly-hired HSWs;
  2. Proof of employment of at least one (1) Filipino Welfare Desk Officer;
  3. Undertaking to comply with all its obligations to the other PRAs to which it is currently accredited.

 For Multiple Accreditation (may be considered only after one year from the last accreditation))

  1. DMW ICT Deployment Report indicating at least 200, 300, or 400 newly-hired HSWs;
  2. Certificate of no pending case from the Adjudication Office of the DMW;
  3. MWO Clerance;
  4. Certificate of no Objection from the PRA/s it is currently accredited;
  5. Undertaking to comply with all its obligations to the other PRAs to which it is currently accredited.

For revocation of RA/ SPA and transfer of accreditation

  1. Notarized (with Chamber stamp) Revocation of SPA;
  2. Termination of Recruitment Agreement;
  3. Affidavit of Assumption of Liability of the PRA-transferee (new PRA);
  4. Affidavit of the Principal/ employer that there is no downgrading of the compensation package; and
  5. Written mutual agreement by the PRA and the principal/ employer on the termination of accreditation or letter of no objection issued by the PRA.

The foregoing requirements must have notarial seal/ chamber stamp on each of the document except items no. 4,5,8,9,10,11,12,14,15,16,17,20, and 23. All documents must be the original copy.

For Additional Job Order

  1. Job Order (JO). This should be addressed to the PRA and indicates the number of household service workers required and the salary in USD and QR with the following attachments:
    • MOL license of QRA w/ English translation;
    • Deployment Report;
    • Clear photocopy of any valid ID of the signatories to the RA/SPA;
    • Commercial license of the QRA with English translation and Qatar Chamber stamp;
    • Extract of Commercial Registration with English translation and Qatar Chamber stamp;
    • Computer ID with English translation. It should be with Qatar Chamber stamp, if applicable; and
    • Photocopy of DMW valid license of the PRA.
  1. MWO Qatar Certificate of No Pending Case;
  2. Affidavit of Undertaking (Principal/QRA and PRA) re: No Placement Fee as required by DMW Advisory No. 24-A series of 2024;
  3. Affidavit of Undertaking from the Principal/ employer affirming that all workers will be directly employed by the company and will not be assigned to any outsourcing, subcontracting, manpower supply, cleaning, or hospitality companies, in compliance with the prohibitions set forth in POEA Advisory No. 21, Series of 2018;
  4. Standard Employment Contract (SEC) signed on all pages by the authorized representative of the employment agency; and
  5. Photocopy of previously approved JO.

The foregoing requirements must have notarial seal/ chamber stamp on each of the document except items no. 2 and 6. All documents must be the original copy.


PROCEDURE

QRAs, principals, or employers intending to recruit and hire Filipino workers must apply for accreditation with the Department of Migrant Workers (DMW) through the Migrant Workers Office in Qatar (MWO-Q). The following procedures should be observed:

  1. For QRAs recruiting household service workers and applying for initial accreditation, it must submit a letter of intent addressed to the Labor Attache indicating the following:
    • Profile of the agency (name, address, officers, MOL license number, number of years in operation and other important information about the agency);
    • Terms and conditions of employment to be offered to the household service workers; and
    • Plans and programs being undertaken/to be undertaken to uplift the condition and situation of the workers.

The agency should also submit a copy of its business registration documents with English translation and proof of establishment of an accommodation/ shelter for the newly arrived/ distressed domestic workers.

Note: All first-time applicants will be subject to interview and background check. Due to volume and rigid evaluation of applications, applicants should expect delays in receiving a reply to their application. After the interview and evaluation, QRA-applicants will be informed on the next step of their application.

  1. QRAs intending to renew their accreditation must first schedule an appointment with the OWWA eCARES and ATN unit for clearance. Upon obtaining clearance from the concerned MWO units, a Certificate of No Pending Case may be issued. This certificate should then be submitted along with other required documents.
  1. For companies hiring skilled workers, the MWO Certificate of No Pending Case may be issued once the documents are verified for completeness and accuracy, and clearance is obtained from both the OWWA and the ATN Unit.
  1. For QRAs applying for renewal of accreditation and companies hiring skilled/ professional workers, an appointment is needed for the submission of its accreditation. The appointment may be obtained from MWO Qatar’s website. Only individuals employed and authorized by the company/ agency are allowed to submit and transact for accreditation. The QID and authorization letter must be presented by the authorized individual.

Note: The appointment schedule and timing should be strictly followed to avoid non-acceptance of the submission.

  1. Upon receipt of the documentary requirements, the MWO officer shall immediately check the completeness of the accreditation documents. Further evaluation shall be made and the result will be communicated to the authorized individual.
  1. The QRA, principals or employers are required to comply with the deficiencies, if there is any within three (3) working days upon notification. Otherwise, the submission will be denied.
  1. If the Labor Attaché requires an interview or further information from the QRA, principal, or employer, the processing cycle time will be suspended until after the interview.
  1. Once documents are confirmed complete and accurate, MWO Qatar will process the submission within:
    • Seven (7) to ten (10) working days for full accreditation.
    • Three (3) to five (5) working days for additional job orders and other submissions.
  1. Upon verification, an MWO officer will notify the authorized representative of the payment and collection schedule, which must be strictly adhered to. A certificate of accreditation will be attached to the verified documents.
  1. Within twenty-four (24) hours from the issuance of the accreditation certificate, the MWO officer shall electronically transmit a copy of the same together with the approved job order/ manpower request to the Land-based Accreditation Bureau (LAB) of DMW.

If the accreditation or job order is incomplete or incorrect, the MWO will issue a Notice of Denial. Applicants may file a letter for reconsideration within fifteen (15) days from receipt of the notice, detailing the grounds for reconsideration
